At first, she appeared to be a nice, well-meaning and harmless but Zhou is actually a cunning, manipulative and ruthless wicked con artist who makes villagers starve so she can make some money to be powerful and rich. She used Ju long and the lao shu to steal food and then she betrayed them.

Though she is known as master of the iron whip, other than her ability to masterfully use a chain to her advantage, she has no kung fu skill. As Ju-Long she tried to trick Po with food to take his guard down to attack him.

They were accomplices, they robbed food of the citizens of the valley of peace, they tried to kill Po to get rid of him. Later she betrayed Ju-Long and try to kill him and Po but after been captured by Po, Ju-Long said to Madame Zhou "Whoa, you have such blue eyes".
